In G.P.S., the player plays the role of the head of State or government (president, monarch, prime minister …) of a country he has selected at the beginning of the game, and may intervene in all the following fields: the economy, social issues, the military, the Home Office and the Foreign Office, ecology, culture, etc. Every country in the world is featured along with its characteristics and own specificities;
Three game modes are offered to the player:
-“Free mode”: the player's objective is to remain in power as long as possible and to further his influence throughout the world.
- "Scenario" and "missions" modes: these offer different game contexts featuring various issues: new elections, environmental issues, army invasions...
- "Wargame" mode: several players (up to 16) confront one another online in the course of military campaigns taking place in real time. This mode is also available in solo gaming.
Interface :
Inspired by information TV programs with multiple windows, scrolling ticker tapes, ID cards for countries and personalities, etc. All items are in 3D, notably the world map with topography, cities, regions, borders, territorial waters, etc. The world map can be displayed as flat or in globe form, full-screen or zoomed to a high level of detail. There are many display modes, based on theme or strategic and economic alliances. Finally, the game features a printed weekly published every Monday, enabling the player to be informed of the major events occurring all over the planet.
Measures carried out by player :
The first task of the head of State is to form his or her government and choose his or her ministers selected among the country’s top personalities.Over a thousand measures are available in the game’s different government departments, and operate according to the running of each individual country. A distinction is made between measures directly carried out by the player (ie: dismissing a minister, visiting a hospital, appearing on television, ordering an enquiry to be carried out by the secret services, setting his or her election platform), and the bills he or she may introduce but which must be passed in Parliament – in the case of democratic regimes, quite obviously – (ie: modifying VAT rate, extending retirement age, creating a new tax, banning political parties, increasing social minima, changing the term of office of the head of State...). The player may also, through his or her organizer, arrange meetings with the country’s influential personalities (trade unions, associations, religious icons, the country’s top stars...), his or her relatives (mother, wife/husband, personal clairvoyant, head of security...), foreign heads of state, internationally celebrated personalities (the pope, the UNO secretary general, a Formula 1 racing world champion...). These meetings enable him or her to negotiate social agreements, enter into military alliances or clinch important economic contracts, corrupt decision-makers, appeal to media darlings, etc etc.
In the end, according to his or her choices and political ability, the player may end up being a humanist president or a ruthless dictator. In all events, he or she must face a certain number of problems which may act as a threat to his or her powers: considerable budget deficit, outbursts of popular discontent, terrorist groups, international conflicts, economic warfare... and, in the case of democratic regimes, he or she must always strive for re-election and a new term of office!
Wargame :
Military operations are performed directly on the map. The strategies of the countries run by the computer are also influenced by the personality of their leader. The Secret Service are indispensable for learning about enemy forces and for leading special operations (overturning a regime, assassinations, sabotage, etc). A network game mode allows to play a "blitz" wargame in multiplayer.
Game Engine :
In order to calculate the evolution of all of the planet’s values, the engine relies on a substantial sum of data, or on equations of an economic nature and statistics diagrams indicating its development. Details of all data taken into consideration appear when clicking the Simulation tab.
The game includes a substantial number of data and various items of information, drawn from the main world data banks, in order to assess the new situation of the planet at all times. Indicated below are the details of the parameters taken into consideration.
3D WORLD MAP
It is used to make an inventory of a great number of points :
. mountainous landscapes
all state frontiers and territorial waters
. division of countries into over 1200 regions
. over 1500 towns
. over 1000 army bases (land forces, air force, navy, satellite launch sites, communications centres)
. over 300 nuclear power plants, oil wells and gas fields
. over 130 mountain peaks and volcanos
. over 100 historical and cultural locations
WEATHER ENGINE
This engine uses the planet’s season charts and climate estimates for the 21st century in order to simulate the weather map.
ENVIRONMENTAL AND HEALTH ENGINE
Coupled with the weather engine, it is able to simulate a great number of natural disasters, more specifically:
. global warming
. droughts and heatwaves
. floods
. cold spells
. volcanic eruptions (locating of and risks assessment of major volcanos)
. earthquakes and tsunamis (locating of and risks assessment of major fault lines)
. hurricanes and cyclones (locating of the paths and risks assessment of major hurricanes)
. epidemics (assessment of the factors causing and aggravating cholera, the plague and the Ebola virus)
. nuclear accidents (locating of and decrepitude check of nuclear power plants around the world)
. forest fires (locating of risk areas)
. oil slicks (locating of risk areas)
COUNTRIES AND THEIR VARIABLE CHARACTERISTICS
230 countries or territories acknowledged by UNO are featured in the game, with approximately 170 playable nations. Each country features over 400 specific characteristics on different issues, notably :
. Geographic and climatic data: surface area, type of climate, rainfall, main geographical risks, forested area...
. Demographic data: age pyramid, contraception, life expectancy, migratory movements...
. Economic data: GDP, per capita income, unemployment, growth, inflation, HDI...
. Economic activity: production and consumption of over 100 sectors in the field of agriculture (stock breeding details, the fruit and vegetable trade, the drinks trade, the grain trade), in the field of industry (different ores, processing industries, the chemical industry, car manufacturing...) and services (telecommunications, transport, advertising, the record industry...).
. Energy data: distribution and reserves for different sources, oil, gas, nuclear, hydro-electricity, alternative energies...
. Trade data: main partners, balance of payments, tourism...
. Budget: Numbers and expenditure of the different State budget departments
. The tax system: list of numerous taxes (VAT, income tax, wealth tax, petroleum industry tax, alcoholic beverages tax...)
. Monetary data: interest rates, stock markets, currency...
. Social Issues / Employment / Health: minimum wages, child benefits, medical care reimbursement, minimum income for the elderly, unemployment benefits, working hours, housing benefits...
. Education: illiteracy, staff and salaries, duration of school holidays, level of research...
. The constitution: type of regime, MPs’ term of office, election functioning, powers of Parliament...
. Politics: party in power, complete list of all political parties with their inclination, formation of Parliament, positioning on major international issues, membership of major international organizations...

THE PERSONALITY BASE
With nearly 300 personalities for each country (50.000 for the world) and about twenty personal variables for each personality (age, political leaning, religion, popularity, charisma, loyalty to head of state, etc.). This base is associated with a kit for creating photos adapted to the different races and a kit for creating names in thirty different languages.
This base includes: head of state's close friends and family, ministers, politicians from all camps, military leaders, labour and religious representatives, representatives from foreign communities, leaders of associations and humanitarian organisations, gurus of influential sects, leaders of terrorist movements, scientists, researchers, literary personalities, artists (singers, actors, models, journalists, etc.), sporting personalities, oldest citizen...
THE INTERNATIONAL ORGANISATIONS
Over 150 economic sectors are featured along with their production and consumption rules (costs, raw materials, transport costs, workforce qualification, productivity...). Also included are over 100 scientific discoveries and technological advances imagined for the next 50 years to come (aids vaccine, anti-sleep molecule digital paper, optical textiles, nanorobots, holographic TV...).
FOUNDATIONS FOR SCENARIOS
Over 12.000 messages , as well as articles and reactions brought on by top personalities and organizations at play are available.
THE HISTORICAL BASE
With the main upcoming events: meetings of major organisations, scheduled elections for each country, dates of Olympic Games, etc.
