Many differnt things can affect your FPS. Graphics settings, of course being the biggest one. A higher Resolution will lower your FPS. As will a higher level of Anti-Aliasing and higher settings in general. Bottlenecks in you hardware might lower it, but this is usually not as likely to affect your FPS. Also, running alot of programs and services in the background can consume more resources, leaving fewer for CS and therefore lower your FPS. If you really want to raise your FPS, the first thing I recommend is lowering your AA level and shutting down background apps. Then see if that helps any. If its still not enough, or AA was not on to begin with you can try lowering the Resolution.
