cl_crosshairscale 200
You could try going into the Advanced Video settigs, and disabling HDR Rendering. HDR causes the brights to be brighter when emerging from a shaded area. Suposed to look how it would in real life, with pupils gettin small/big and such.
Default cl_crosshairscale is like 1000 or 1200 i believe, if you don't like 200
