Default New maps on servers

Theseare questions mostly for Tom, but I think other people/admins should see the answer, and input on thesequestions too.I have requested new maps on the server I admin 2 times, Seattle CZ Warzone, (and provided the maps in an email as an attachment because why should he have to look for them?) and have players frequently ask for other ones, especially after they see we have added one. Anyway, here we go:
1. Should there be a rule of thumb for how many maps to request?
2. Should there be a monthly limit or server limit? (cuzhe has a life too)
3. Should there be a time during the month when they could be added so they could be done all at once?
4. What procedures should we go through to have a map added?.....personally I think that the requester should have to A. provide the map, which means all files needed to add it to the server, and B. try to add maps that the "regulars" and others on the server like to increase attendance on the server. Anything else?
5. Should we have a list of "approved maps" on the Spawnpoint website?
6. Which brings up the opposite question of: Can we have a map removed from a server?

I was just curious because after 2 map requests, I was starting to feel like a "pain in the ass". Most of these questions are to get a feel for what is acceptable and what is over the top.
