. I'll have a go at answering your questions.
1.
http://www.spawnpoint.com/pdf/ranking.pdf The rankings system is not designed for gungame, so it doesn't take into account things like winning. There are other stats if you type !top10, !weaponme etc.
2. I'm not too sure what is going on with the MOTD. I thought it was being re-done but it's not changed for a while.
3. I really wish people would pay attention to the votes, instead of pressing any button then complaining about the map that they voted for. I have a feeling that rtv could be abused, it would be very annoying if used after the first few rounds for whoever was winning. If you could limit it's use to the first 5 mins of a map then I'd be all for it, otherwise it could be used to prevent people from winning.
4. I don't know if you can change the tk options on gg, though I don't see why not. I don't mind the tk punishment as it is, it can be a bit harsh if it's an accident but I'm ok with it. It'd have to be a limited punishment menu, no point in the take cash option and bomb punishments are just stupid. Anyone else want more tk options?
