Goth could change this to a whole ball park, that most people probably havnt played in :P, overall id say slowly make your move, getting closer, asking her to more movies, and idk, just being more lovey dovey. I agree with others above, she either forgot, she didnt take you seriously, or in the worst case, was afraid to let you down (considering your pretty close as it is). So do as what nikki said, go to local events with her, and stuff like that, you dont actually have to make it official yet. If shes not fealing the same way about you, as you feal about her, being around her more, can change that. Do things she wants to do more often than not. I would usually say, listen more than you speak, less of a chance to make a fool of yourself, and can make you appear as though your a listening caring guy, who she should want to know more. Problem is you've obviously known her a while lol.
