You mean you can't use Quick Reply? There should be a black bar above your forum viewer that has LinkBack, Thread Tools, Rate Thread, ect. Go into display modes and select Threaded mode, you're probably on Linear mode right now. That should activate the Quick Reply feature, I guess it's bugged on linear?
