Trying to get anything to run in compatibility mode has always been a royal pain in the butt, even since Win95 compatibility mode has been unstable. Like christen said I would look for an emulator instead to run it or an older computer.
There is an emulator out there called Virtual PC which does work, but requires lots of work, as you have to actually install the OS on the virtual drive it creates.
