I know you can download the source dedicated server program and set one up. You have to keep the comp running it 24/7 when you plan to use it, and you are unable to play CS on the same comp you are using to run dedicated. Sorry to be a "Party Pooper" mate... They are mostly useful for having some kid in your clan run it whille the rest of you practice.

if you have a system with enough RAM and a fairly fast dual-core processor you can play on the same system that you are using to host the server, but you'll have the unfair advantage of 0 latency
if you or someone you know has a computer laying around that you could install the Steam dedicated server program on, it is great for LAN parties and testing out new maps.
