You may already know about this, but Babel Fish is an excellent translation tool that can be used to interpret single blocks of text or even entire web pages, Sparkie. I don't know if something like that would help sway a SpawnPoint decision to include multi-lingual'Report An Incident' forums, but here is the link, should it be of some use:
