It's actually fairly simple.
Take the jpeg picture you want to use as your spray.
Save it on your desktop.
Start steam and start CSS.
On the options screen where you insert your "in game" name and such there is a tab called "import spray".
Click on this and navigate the page to your desktop in the folder menu that opens.
Click on the picture from your desktop and voila imported spray
